SDGE True-Up (SOLAR)

I need some assistance understanding my true-up bill, been in this home for a year now since we purchased and the home had a pre-existing solar system installed which according to the solar report produced around 6.5kwh/year now, I have been making payments throughout the 12 months and just this month they are now asking for around $700 from me because of true-up. I understand I can either cut down on electricity usage or expand my solar system but I need some help understanding the tables on my true-up bill things like what is gas and electric meter charges and payments and why there are some months where no applied credits/remaining credits available, also am I on the correct current rate plan? SDGE wasn’t helpful at all, all help is gladly appreciated thank you.
