NEM 1 expiration – what happens after?

Apparently some uitilities are telling some customers that after their NEM 1 expires they will get put onto NEM 2 with no determined expiration date. Has anyone come across any specific documentation proving this to be true or false? In other-words can someone source what happens as per the CPUC or NEM documentation what happens to an NEM 1 customer upon expiration of their interconnection agreement? Could it just be the original NEM 1 documentation we would reference? Thanks for reading and / or replying.
