CA: any opinions on potential solar law changes AND potential rebates due to huge surplus

(1) There have been comments and threads about potential upcoming changes in solar laws, making solar basically a bad prospect. Which is insane in this state.

(2) CA has a huge surplus.

Anyone know the current status of (1) and any mentions of increased solar rebates due to (2)?

We were quoted $32K for total cost/install of 2 Tesla batteries for storage, $19K after rebates/credits, about 20′ of re-trenching required for conduit to garage. For things lasting 10 years, this just doesn’t sound economically feasible for us–unless there’s no change in solar costs and/or increased state rebate. Was that a good price? Central Valley location. Currently getting $0.03+/KwH(is it per KwH?) on overproduction from PG&E.
