Do countries have leverage laws for traders or are the leverage laws for the service providers and brokerages?

I live in Canada using 50x leverage and I hoesntly think a law on max leverage is the most bullshit thing ever because leverage is literally just a mathematical equation for risk so “over leveraging” wouldn’t even be a thing as long as your using a stop and understanding how much your risking per trade and it’s cheaper so if and why is there max leverage laws and if there are why would they be if all it would do is lower fee and allow people to make more and define there risk better
