Let’s hope the Solar Energy Industries Association or Sierra Club proposal is selected. Or at worst a middle path between Sierra Club and NRDC/TURN
Proposal 1) The Solar Energy Industries Ass3ciation’s proposal to the CPUC calls for fixed charges ranging from $4.93-$7.43 per month (low income/CARE), 7.45-10.77 (low-income/FERA+), and $9.09-$13.14 per month. Ranges vary based on PGE/SCE/SDGE.
Proposal 2) The Sierra Club is proposing an annual charge: $0 for customers on CARE and FERA, roughly $15-20 annually for moderate income, $45 (PGE), $70 (SCE) and $61 (SDGE) annually for high income, and $94 (PGE), $189 (SCE), and $145 (SDGE) annually for upper-income households. I think this is monthly but the proposal isn’t clear.
Sierra Club also states that “D.22-12-056 should also be informed by the degree to which it may impair the resulting payback period for distributed energy resources (including solar and solar paired with storage).” Also “Put differently, a high fixed charge may discourage or penalize installation of environmentally beneficial rooftop solar and environmentally and grid-beneficial load-shifting and energy efficiency measures.”
Proposal 3) The Natural Resources Defense Council and The Utility Reform Network (TURN) suggested fixed charges ranging from $5 per month for low-income households, $40 up to $150,000 and $62 per month for those earning more than $150,000. They don’t mention solar at all.
Proposal 4) The more publicized plan presented by SDG&E, Southern California Edison and Pacific Gas & Electric proposal charges
- Households earning less than $28,000 a year-> $24 per month
- Households with annual income between $28,000 to $69,000 -> $34 per month
- Households earning between $69,000 and $180,000 -> $73 per month
- Those with incomes above $180,000 -> $128 per month
