CA NEM 3 (PG&E) battery export to grid (Enphase IQ 10 specifically)?

I’m considering getting a solar panel array system with Enphase batteries (with system controller, so backup operation possible as well as time shifting to peak hours). One thing I’ve seen conflicting opinions on is whether the battery can export to the grid.

Under NEM 3, this would have significant benefit because there are certain hours where the export pricing is very good. Appreciate any advice.
