Installing roof and pool solar

Hello.

I am planning to install a new roof and putting on electric solar + pool/water solar, and have some questions about the pool solar installation.

The tech I’ve spoken with said the pool solar needs to sit on top of the roof, so he would drill the brackets into the roof after the new one is installed. I was thinking I could remove the current roof, install the pool solar brackets, put the new roof on (around the brackets), and then attach the panel to the brackets.

Does anyone know if it’s necessary to drill pool solar brackets into the roof, or should I be looking for a new tech?
