I have an Enphase Envoy/Combiner, what are these breakers?

Curious what these breakers in the #1 and #3 spot are? I have 2 rows of panels (1 on one roof, 1 on another). Are these the breakers from the panels? They have Enphase IQ8 microinverters. I think the middle breaker goes to the Envoy if I’m not mistaken. I asked my solar installer why I didn’t have a little metal shutoff box next to my combiner box like I’ve seen other people have and he said that the breakers in this box are essentially the same thing. This box is in my garage and on the outside almost in the same location is my electrical junction box/panel.
