PGE and SVCE with Solar billing question

I have a question regarding my PGE bill. When I look at my bill I see the following items:

Silicon Valley Clean Energy Electric Generation Charges – about $60 a month

YTD Estimated NEM Charges at True-Up – About $100 more each month

I call SVCE and ask why I’m charged two times, both from SVCE monthly and a True-Up at the end of the year. They say they just charge monthly after the solar is taken into account. SVCE says to call PGE about the True-Up since can’t see that part of my bill.

I call PGE and ask why I’m charged two times, both from SVCE monthly and a True-Up at the end of the year. The PGE rep says SVCE charges monthly and PGE charges a true-up at the end of the year. Still no explanation as to why there are 2 charges for electricity. They say to call SVCE to explain why.

Argh.

I’m confused. It looks to me that I’m charged two times, both from SVCE monthly and a True-Up at the end of the year. Can anyone explain why I’m not charged two times on my bill for electricity?
