Help me understand my PG&E and Peninsula Clean Energy True Up Bill

I just received my true up bill from PG&E and it shows I have a credit balance of ~$500. The PCE portion shows a similar credit but not exact. I understand that PCE true up is in April but I’m confused about the PG&E credit balance shown. I read through their “how to read your true up bill” and I should have a line that says Net Surplus Compensation (NSC) if I’m receiving a credit but I don’t see that line. Only thing I can tell is PG&E is charging me the non-bypassable charges, which is accurate. So does this mean PCE is the one that pays for over generation?
