Recommendations for a Panasonic/Enphase/Tesla system?

Considering pulling the trigger on a system with Panasonic 400 panels, Enphase IQ8 inverters and a Tesla Powerwall 2. So many great experts on this sub I thought I’d ask:

1) any tips for the most economic way to configure the system to max payback here in CA (this will be an NEM 3.0 system)?

2) ok to go Tesla battery vs. Enphase battery? Better to match the battery w the inverters?

3) any recommendations for how to get set up the best way with a monitoring app? Any considerations to think about?

4) I’m considering adding an EV outlet and charger now (though don’t have an EV yet) just to future-proof the system. I suppose I’d get 30% off the cost of that too as part of the cost of the overall system. Will that work with any EV I might buy down the line? Better to wait till I actually buy a car in a couple years? Curious about what pros/cons I should weigh on this.

5) Anything else that a rookie solar household should consider?

Really appreciate the tips.
